Tamara R. Chapman joined CHP/PCOR is April 2008 as a research assistant for the project “Support for Quality Indicators II: Emergency Preparedness Measures.” Prior to joining CHP/PCOR, she worked as a research associate for the Chemical and Biological Weapons Nonproliferation Program at the James Martin Center for Nonproliferation Studies at the Monterey Institute of International Studies, where she focused on issues surrounding chemical and biological terrorism preparedness.

She holds a B.S. in biology from the University of California, Santa Cruz, and an M.A. in international policy studies from the Monterey Institute of International Studies. With her M.A., she earned a certificate in nonproliferation studies. She has also served in the United States Army as a Chinese linguist and earned a diploma from the Defense Language Institute Foreign Language Center in Monterey, California. Her research interests include emergency preparedness at all levels, the relationship between public health and security, as well as chemical and biological weapons legacy issues as pertaining to health and the environment.
