In 2002, President Bush expressed support for the creation of an independent Palestinian state within three years. In this context, RAND has been conducting research on how an independent Palestinian state, if established, could be made successful. This report, one component of RAND's research, examines strategies for strengthening the Palestinian health care system. We focus particularly on institutions that would be essential for the success of the health system over the first decade of a future independent state. In addition, we discuss several programs that are urgently needed and that could be implemented in the short term, with the goal of rapidly improving the Palestinians' health status and health care services. Michael Schoenbaum, PhD, is an economist at the RAND Corp.
